Talaq is no joke. An e-savvy Qatar resident learnt this the hard way when he typed talaq thrice while chatting with his wife on Skype. He says he did not mean it but Dar-ul-Uloom Deoband has ruled that his nikah stands terminated.

Doesn't there need to be two witnesses?

EDIT: According to wiki, that only applies to shias.

Didn't they rule that she has to bang someone else before he can take her back?

Only if he divorced her three consecutive times, but most Imams rule by the niyah .
i.e = if he says it intending divorce not anything else, for-example to make her fear doing something he doesn't like.

It's actually very common, here a man says if you do so and so then you are taliq.

^ it's here too , the problem is even if she hates her husband she cares about the kids more then the father so she has more to lose then him

and that's why it works , plus she may never get married
