Female circumcision prevention post abolished by government

I really think that if there was some kind of future accountability for decision makers who abolish vital posts like this, they would be far less likley to do so.
If it can be shown that a childs mutilation was less likley to have taken place while this office was open; I wonder if leagal action would be possible?
