^ LOL and I thought I was nuts for thinking he meant forced sterilisation or a one-child policy or something.

In all seriousness, what is a practical solution though? There'll always be homelessness and there'll always be poor people, especially if one of the causes of the problem is overpopulation. If England is anything like here, there's ample opportunity as well as social welfare for those who need it (and some of those who don't but choose to take advantage of the system); we also have a tiny population and a decent economy but we've still got hobos and people who are dirt poor.
