    I once talked to a Muslim woman about this and she said Dildos are not allowed but you are allowed to rub your clitoris with your fingers pre-marriage, she went into details about certain actions that were permitted pre-marriage in Islam, such as handjobs (she stated that blowjobs were not permitted however), and yes this was a real Muslim woman, not some troll.

    Is this true?

    All contact with the other sex is not allowed.

    As for masturbation, Shia scholars agree that all self-stimulation is not allowed. While Sunni scholars think masturbation is allowed for males. For females I don't know. I would guess rubbing is OK but I'm certain penetration is not specially for a virgin.

    I was pretty sure the general consensus was its haram.

    Most Iraqi Sunni scholars think it's a makrooh but not a haram.

    Makrooh= frowned upon. Doing it gets you no Sayyi'at (negative points) but avoiding it gets you Hasanat (positive points).
