Organs and flesh are the first that begin cellular division and formation. Later, as the child grows, bone structures begin to develop along with organs and flesh.

I believe this question is asked in regards to a quran 'miracle' claim that states:
'The bones are constructed first, then the muscles are wrapped around them'
of something of that nature, correct?

Both the muscles and bones begin from the Somite at the same time I believe, whether that applies to the cellular level is debatable (as it's based around when ossification to form bone has truly taken place).

Regardless, I would advise you to take all Quran claims of this nature into consideration, best case scenario for the Quran in any perspective is to be right 1/80 of the time, Biology is no different.
We call it a 'broken clock', as even a broken clock is correct twice a day.
