Is it a general community station with a community remit that has been usurped by Muslims to only allow Islamic religious programming? Might be worth trying to get a look at the articles of their licence.

No, it is a "community" radio station set up by Muslims. Teaching things like "Clean your private parts before prayer, Muhammad said that those with best cleanliness will be evident in Heaven by the light which shines from the cleanest areas (hesitation betraying the realisation of what she just said)"
