No idea. Apparently though, a lot of them are therianthropic, which is quite a common motif in mystical Mesoamerican artwork, as well as art from elsewhere on the globe.

You might like this lecture, in which the guy talks about a number of anomalous archeological findings, a number of which are in South America.

The mystery of the cosmos never ends.

At evening, casual flocks of pigeons make
    Ambiguous undulations as they sink,
Downward to darkness, on extended wings. - Stevens

    From dictionary.com:

    Quote
    the·ri·an·throp·ic [theer-ee-an-throp-ik]

    adjective
    1.
being partly bestial and partly human in form.
    2.
of or pertaining to deities conceived or represented in such form.

[from Greek thērion  wild animal + anthrōpos  man]

They may well be part of a Shamanic religious culture that existed in South America. Here's a pertinent documentary on a proposed relationship between this type of art and altered states of consciousness:

I know these presentations are quite long, but they're definitely worth the watch for those who're interested in these subjects.

It's kind of like the question of 'how did people who lived centuries ago make maps considering they couldn't fly about and see what the planet looked like,' but clearly they had ways of doing it. And it would have been simpler in the case of these lines because, obviously, they're on a much smaller scale than maps, though that's not to detract from the skill involved in making such things.

I didn't know those people made maps, was writing discovered in their time?

Making maps though is done just on paper, this is much bigger, and the question also is, why would they make these figures considering they won't see the full shape unless they were in air?
