No, it doesn't actually say that. It just puts limits on what information you can discern via measurement (velocity vs position of subatomic particles being the classic example).

Another part of this theory claims that there are "particles" or "atoms" (could be a different terminology, I'm just using those words for now,) that can be at more than one place at once and dart back and forth swiftly.
You need to read some physics.
This does not apply to atoms as such, but can be done for subatomic particles. However, it's not really that they "dart back and forth swiftly". You're trying to think of it in terms of classical mechanics. It's not that simple.
