You're not wrong.
I just watched it, Nigeria's central government passed a bill on childrens' rights which, among other things, set the minimum age of marriage at 18. Among the 16 states in the largely muslim north only one ratified it, and even they altered that part of the bill to set the minimum age of marriage as puberty.
Hopeless lot, even the moderate imam interviewed rejected the law against child marriage. Between them and the christians killing child "witches" in the south, it doesn't sound like Nigeria is a great place to be a child.
