This
fatwa from Islamonline says that its prohibited for a Muslimah to undergo laser hair removal, as that would involve uncovering her private parts before another woman, which is totally prohibited in Islam,
note that its uncovering before another woman, not even a man!
As regards the question you posed, we would like to cite for you the fatwa issued by Sheikh Faysal Mawlawi, deputy chairman of the European Council for Fatwa and Research, that reads:
"It is not allowable for a Muslim woman to have a laser hair removal surgery as this involves the uncovering of the `Awrah Mughalazah (the private parts) before another woman which is totally rejected in Islam unless there is a necessity for doing so. Here, removing hair is not a necessity; rather, it is a matter of beautification or a complementary matter."
Sheikh Abdel Khaliq Hasan Ash-Shareef, a prominent Azharite scholar, adds:
"If this laser hair removal operation involves the uncovering of the private parts of a woman, then it is not permissible to undergo it."
