it's just a bad habit they do when trying to memorize something, it's supposed to keep the brain working and avoid being bored. It's got nothing to do with brainwashing or anything. But I never had that habit, I don't know why, but it never helped me, in fact it only distracted me more. But I found walking in circles while reciting anything -not just the quran- helped me memorize faster. So this habit is only about memorizing, it has nothing to do with Islam particularly.
