Basically, you generate a 24 hz sine wave and film the water with your camera set to 24 fps. Basically the camera’s frame rate syncs with the rate of the vibrations of the water, so it looks frozen. With rates of 25 the water looks like it moves slowly, and with 23 it looks as though the water moves backwards, the same way car tyres on television sometimes look like they spin backwards when the syncing is a little off.
