Now lets go back on topic and have some serious discussion.
What kind of "electronic music" are you thinking of? With its heavy use of samplers, hip hop music was one of the first popular electronic genres, so it already falls under this umbrella and forms the foundation for DJ'ing those other (sub)genres.
Hip Hop is genre on its own right. Hip Hop has diversified, evolved and developed into such a way that it has its own distinctive sound and is quite distinct from other "electronic" subgenres of music.
To call Hip Hop electronic is akin to calling Blues or Country, classical Western music.
Furthermore Hip Hop is a culture/lifestyle. Just like Rock. The music/DJ-ing is only one element and it goes along with visual art(graffiti), break dancing and rapping. Personally I would add fashion and posturing as well. It has an aesthetic attitude of its own; guerilla/urban street.
No electronic subgenre has this much of power behind it, in different aspects of human life and art. At most some relation to narcotic useage to intesify the raving experience and some gay philosophy and message.
Hip Hop is about competition (beat battling, rap battling, graffiti territorial marking), self expression, self assertion, challenging status quo, informing the dark elements of urban life, social consciousness, hypermasculinity and creativity (sampling is taking something old and giving it a new and interesting twist and in rap using the same old lines is considered "recycling" but a rapper who takes lines from the lyrics of others to form his own lyrics by changing it up and adding his own is considered to be skilled)
Hip Hop started out with a turntable and microphone. And it has affected human history worldwide. So is any other subgenre of electronic music comparable?
