Yes the default order of the buttons is a bit funny but I've never bothered to recode the array. To my mind it really should be New Topic | Post new poll | Mark Read | Notify as to me that is more natural.

Thee is also an "Add poll" option at the bottom right of every thread page: Reply | Add bookmark | Notify | Add poll | Send this topic | Print
Again, the order is a bit funny but once you are aware of it there's no problem.
