    Promiscuity, as with many things, depends on the situation rendering it good or bad.

    Promiscuity due to lack of self confidence can be very negative psychologically
    Promiscuity in the workplace (including student/teacher) can be unethical (an easy way to get that promotion/better grades!)

    etc

    In addition, promiscuity still has risks since contraception is not (yet) 100% effective- one could still get pregnant and/or catch an STD despite being careful.

    Also, I find that promiscuity can lead to a desensitisation of sex- meaning it becomes less special. I know this sounds hackneyed but it's what I think- sex with too many people will lead to nobody ever being good enough (you'll inevitably pick and choose the best bits and not be able to find this in a single person!). Promiscuity could therefore lead to a need for multiple partners for true satisfaction (which works for some).
