    It's a mark of Al Qaeda's desperation to continue to terrorise Europe that they had to choose Belguim whom they probably thought was going to be an easy target, whilst having no cachet in terrorism terms.
    Everywhere else is so tight that they only have to break wind to be arrested.

     I would think the choice of target has more to do with the European Parliament being situated in Brussels than any specific actions of the Belgian state
