Well, i think the reason why this passage stuck was how ambiguous and sombre it is. To me it expresses the idea of a city that seems to have a life of its own. and at night, the time of shadows and uncertainty, it stretches itself out from a slumber and breathes life. then comes the storytelling; the walls speak of strangers, thoughts and feelings that are from another place, a place that is also a another time altogether (hence, another night). this concept of fusing time and space adds to the ambiguity and mystery that i love so much.
