The kind of men who breach the first court order to stay away, will not be deterred by a tag a second time round.

Good idea in theory though, and might make a few more wary, but violent men don't care about shit like that.

I think this is a good idea. It will work well on a person under a restraining order. If he comes within e.g 5 km of her residence, an alarm goes off at the police department and they are able to pinpoint his exact location and hunt him down. That may save lives!

It's certainly worth trying. The offenders may not care about the tags but having the police alerted has to be a good thing.
