I had come to know a group of Pakistanis at the school where I went to in the US... they all (more than 5 of them) had scholarships from the Pakistani government.
I'm presuming the Pakistani scholarship program is still open? Why don't you apply?

I just checked it, it's still open. What I remember is they (my Pakistani friends) applied to the Fulbright program. They told me that the Pakistani government had Fulbright manage their scholsrship program for them... So you apply to Fulbright, but the fact is, it is the Pakistani government who's paying for the tuition/monthly stipends (although on the face of it, it appears as if Fulbright is who's paying everything).
