It's just a dream, though. But they like to aim high.
Their currently more realistic goal is to turn Italy into a federal country, so that each region-state could use part of its own taxes directly as they see fit, to deal with their own problems without having to go through the central government. That's the reform I am talking about.
Currently, tax money is not exactly divided according to population, because the South is, unfortunately, a huge money sink due to the special funds for the South that have been going on for decades and that get wasted into nothingness thanks to the extremely high degree of corruption and organized crime down there.

I had some first hand experience with all this when I helped a Korean friend of mine (who is here for study) deal with the public health system in order to get an abortion.
Real awful story, I really have no idea how she could have managed that if she had not known a local, because I had to almost fight with the institutions to get past the huge bureaucratic wall needed to get a legal abortion.

Haha I've noticed that actually. Southerners are also very loud and talkative (pot calling the kettle black coming from me), especially those from Napoli. I tend to get on better with the Northern Italians.
